Why Can’t I Change Country (no personal info)

I have made about four new accounts each of them automatically setting my location to France, even though I don’t live in France and wish to put in my UK address. However it won’t let me change locations. When I made these accounts whenever I searched for items it would ask me my location and every single time I pressed “Uk” .

I don’t see why I can’t change my location when I never set it to France in the first place.
