I think it's Sue Hanel

Not just the name, age, and appearance, but other things match up. I found out through reading https://nirvana-legacy.com/2018/06/13/nyc-mystery-girl-sue-hanel-swans-missing-guitarist/ written by user nsoulsby (AKA Nick Soulsby, writer of Swans: Sacrifice and Transcendence) that Sue was originally from the Midwest, and had a drug addiction. The woman here was using Valium at the time of the crash, which happened in Missouri. I've been slightly obsessed with this mystery recently, and other than going through phone books and calling people named Sue Hanel, or derivatives of, this is the best I've got.
