Need Category - NOT a Solicitation!

Hi all. I was wondering if you guys could tell me the right category/classification of persons/businesses I should search for to find someone who: (1) is properly licensed; (2) will inspect a mixed commercial/residential property's solar system; (3) determine whether the solar system was properly installed, properly connected with PG&E/other utility service; (4) review the written estimates for energy outputs promised by the solar company and compare it with actual output; and (5) be able to prepare a written report with his/her findings about all of the above.

Whenever I do a search online, I usually get home inspectors for newly bought properties, or I get results for certified solar installers. Maybe they're the right people, but I have a feeling knowledge of solar alone may not be enough and someone with electrical background may be more appropriate, but I may also be wrong.

So I wanted to ask you guys if there is a proper term that applies to the type of professional/business I want to find. Sorry for my ignorance if I said something stupid.
