Wd eso bubble build up

Greetings,

I wanna use tomorrow's event on my eso wardancer. I did some runs in Trixion and I couldnt build 4 bubbles without using moon kick or shattering blow. Is this the only way to have 4 bubbles before starting my rotation? It's 3 spender hallu if it helps
