Help needed. Am I doing something wrong?

34/F/5’2/182lbs I have been working out and eating much better since the 24th of Feb and I initially lost 2lbs, but now I’m back to my starting weight!. Now honestly for the first few weeks I know I was under eating (chicken and rice, veg etc) and I was struggling to eat my calories for the day. Then I started looking at my BMR and it looked like I wasn’t eating enough. So I did up this - now between 1550-1650 calories. My current work outs include indoor cycling for about 30 mins about 4-5 days week, doing at least 8 miles per session. And I’m also using resistance bands for different muscle groups and walks when I can get them in.

Am I eating to little? Not working out enough? Help! If someone has a better understanding of tdee and bmr or anything please let me know. Thank you!

Edit to add: I am drinking a lot of water at least 1.5- 2 litres a day. And get around 7 hours sleep a night. Using a calorie counting app for my daily food.
