How to play against poke lanes?

I was tf support(I was testing it for fun) and my adc was samira and we have lost the lane against varus and morgana. I also lose lane against lux often. Its the same when I play rell. The only way I can win against a poke lane is by playing pantheon, which has absurd amounts of damage early that I can kill both the sup and adc when they are half health. How can I play against poke lanes as an engage support?
