Is there any app that can hide the androids parental control notification on the child's phone?

To preface this, I swear this isn't for anything bad. My mentally disabled adult sister had a breakdown and the diagnosis isn't good. I only want to put the app on her phone to monitor what she's doing and where she is. I tried launchers, but they don't hide the permanent parental control notification that appears.

Again, I'm not trying to harm or unnecessarily restrict my sister. She's refusing treatment and combative. Her mental disability is only slight but it's making this worse. Her obsession is her phone. I just want to know where she is or if she's searching dangerous topics.
