Underpaid Apprenticeship

I will be starting and electrical apprenticeship soon, I will be earning €8.45 and hour but the rate should be €9.16 according to the trade union. I'm worried that if I contest it with the owner of the company I'm joining they will tell me to feck off and find an apprenticeship elsewhere. Is the trade union rate more of a guideline or is it enforced by law?
