Apple intelligence not downloading IOS 18.2

Anyone experiencing an issue where after installing IOS 18.2 apple intelligence is no longer available/downloading? It just says connect iPhone to charger and WiFi so apple intelligence can download but mines been connected for hours and it just doesnt download. I was on the public beta so I had apple intelligence prior to the official 18.2 and it was working fine. Now my iPhone has lost apple intelligence and it wont download. Tried restarting phone, shutting apple intelligence on and off. No luck
