New Build - ok wood on floors?

Have a new build in Idaho (after reading posts, realized buying a spec home was not great, but we're committed). Apologies, if this is a stupid/basic question. I know nothing, but! Am trying to learn quickly.

Is it normal/ok for the builder to put these really thin pieces of wood (almost cardboard-like) over places in the floor? Thanks in advance for any help.
