New driver 6 points auto ban

I know someone close to me that passed their test and within a day or two got a speeding ticket for doing 52 in a 30.

Take aside that’s their own fault. And they know I have a question…

They still hold their provisional and they have t sent off for a full licence. Accept likelihood is the licence will be revoked.

The government website states for new drivers …

If you have not sent off for your full licence. You must retake both parts of your driving test if your licence has been cancelled after you’ve passed your test, but you have not sent off for your full licence yet. You can use your current provisional licence to take the tests.

My question is Apparantly points carry across from provisional to full licence. So if they pass theory and test again within a couple of months but have 6 unspent points on their provisional that carry over can they still pass their test and then get a full licence ?

My thinking is they would be a new driver and 6 points carry across, 6 points on a new drivers licence with on 2 years is a licence revoke but they would have been punished twice for the same offence which can’t be right ?
