Our dog severely injured our other dog (in emergency surgery)—looking for local professional resource

I've been trying all evening to get in contact with veterinary professionals both locally and nationally but haven't had any luck. Earlier today, one of our family dogs attacked our other dog, who is now in emergency surgery in critical condition. The attacking dog is currently crated at home—he went in willingly after he thought he had finished the job.

We're devastated. He's always been a sweet, loving dog, but he had been showing signs that he wanted space from the other dog. My sister is terrified of involving animal control, fearing they’ll euthanize him due to his breed and the severity of the attack. She's in shock, and we need a neutral, professional third party to guide her through what needs to happen next—for both dogs' safety and well-being.

If anyone has recommendations for someone who can help walk her through the best, most ethical, and responsible next steps, we would be so grateful. Thanks so much.

Edit: Not looking for an answer. We know the answer. I'm looking for the name of a professional who can deliver the answer to my sister. She is devastated and needs to hear from someone who can explain to her why the answer is what it is. Thanks again.
