Does Canada still require ArriveCan app? Is it mandatory for tourist?

Hi all,

So I will be going to CAN soon and the Delta app says I need to download and submit my info on the ArriveCan app. Is it mandatory for tourists? I'm going to YYZ - Toronto. First time in Canada.
