Monitoring plan?

Anyone know why PPD refuses to share their monitoring plan with sites? How are CRCs supposed to know what the CRO constitutes as major and/or minor PD if they aren’t provided with that information? Always a pleasure to be surprised with additional visits with no notice and surprise PDs because the CRO has the ability to change the monitoring plan as they see fit whenever it suits them…
