Old apple and pear tree advice

I’ve been lucky enough to inherit these two old fruit trees and looking for some advice with no budget for a fruit tree arborist in.

The apple tree: These are the first three photos, it fruited very well this last season but the fruit is very high up and is basically destroyed by birds and extremely hard to reach even with a long fruit picker (the ladder is 3m/10 ft for reference). I’m told it could be over 60 years old and it was pruned hard last winter hence the water sprouts. I would love to get it down to a more reachable manageable size, so looking at the <RED> cuts but scared this way more than 20% of the tree… but ultimately I’d like to try and get it down to the <YELLOW> cuts in the future… is this crazy? Would it hurt it to go this far? Also there are a lot of water sprouts beer the base that I was told could be trained into fruit bearing branches if they were pulled down and fastened for a few seasons (I guess like an espalier?) is this correct or should I give up on this advice too?

The pear tree: The last 2 photos and very close to the neighbour fence (fence is 2.5m/8ft) - it had a small amount of fruit this season but it was covered in brown spots and it fell off before it ripened. I have no clue where to start on this one, it’s also very tall and would be hard to manage fruit at this height but scared of hurting it if it’s already not happy and fruiting.

Any tips for either of these would be greatly appreciated!
