Prinz Eugen buffs

So just got Prinz Eugen and learned that all it has over Hipper is the reload booster everything else is either on par or worse. Buff ideas for Eugen: a second reload booster, reduce the concealment to base 13 km to reference it disappearing into the fog and being mistaken for Bismarck, and increase the shell weight slightly for better ap pen.
