Cra paladir question

Currently I'm using a build with the skill that triggers a 200% atk when you use a spell on an astral target. I have a few questions on its mechanics. 1. Is it possible for that 200% strike to crit and 2. If so does the crit chance go off of the spell crit rate or the characters?
