ULPT Request: people smoking in the common rooms and kitchen

I live in a college dorm and everyone has their own small kitchen, but we share a big one as well as a common room and share utility costs for those. Me and my friends can't use those rooms though, because they smoke so much indoors that it gives me headaches, but we still have to pay for the rooms cause we COULD use them. Landlady doesn't give an f, she said non-smokers should be understanding too since in the winter smoking outside is uncomfortable (wtf) and we should solve this among ourselves. So I wanna solve this as unethically as possible and while staying anonymous. There are maybe 6-8 smokers, but only two of them are the issue, because when they're not there, the others do actually smoke outside now.
