Are my Ash Trees doomed?

My property near the SoCal border has 10 mature (30’-40’) ash trees on it and some of them have dead dry limbs. We have already lost a couple of trees entirely, cutting them down to a clean stump. I thought the Emerald Ash Borer was taking hold but nearly every limb we cut looks like this and I’m worried it’s termites. Surprisingly this type of damage is only occuring on the highest limbs. The two trees we have already cut down didn’t have any tunnels below the 3ft stump. Is there any hope for my trees? They’re facing extinction in North America and I never thought I would lose mine to something other than the E.A.Borer. If you have any advice for treating trees I’d greatly appreciate it!
