Never got a haven capsule?

I’ll try to keep spoilers low. I got to the part where the haven device is supposed to be installed in your base. The three npcs that arrived made a ton of references to it. But no device was installed. I can see it in the build menu, but don’t have a capsule to build it. I tried moving bases to see if it would pop into my inventory, but no luck.

Any ideas?
