McAllen Water Backflow Testing

This is a question for McAllen residents. I received a notice from McAllen Utilities saying we have 30 days to do backflow water testing. This is a scam right? I mean if the city is so concerned they should have their meter guys do the testing. Christmas season and with only one person in the household employed this just sets me off.
