Is Wheel of Time and Inheritance Cycle considered Progression fantasy?

In both this series protagonist (Rand/Eragon) start as regular human and to the end become the most powerful magic user in the world. So can this series considered Progression fantasy? Of course, this term did not exist when these series were written, but can they be considered something like proto-PF?

If it's not PF what is the difference between Power progression in WoT/Inheritance and something like Cradle or Arcane Ascesion?
