Why does this app allow level 21s to join legendary raids?

I’ve had no issues finishing raids using this app, usually with more than 100 seconds left. I just came close tho because I got lobbied with 2 level 20-21s. I had less than 20 seconds left and almost lost my remote pass. I knew their level from the pokiegenie lobby, why were they even allowed to join at that level tho?
