Mortgage is holding the funds, and county is asking for the house to be elevated?

Anyone else dealing with this? My mother’s property was damaged due to Helene. She’s been navigating through insurance and fema etc. just when she thought she could finally have a plan to have her house back the county calls out the house should be elevated 5’ if the repair bills are like 47% of the properties worth (but the worth is according to the county / state which is way lower then what it could sell for). If that wasn’t bad enough, now the mortgage company is holding onto the check saying they will disburse it in chunks. She’s trying to get her home back in order. How does anyone else navigate through this hassle/ does this require a lawyer? Would love to hear from anyone else that has been through this.
