Is it finally allowed for single Kuwaiti guys to book a room in a hotel?

Have been hearing some people talk about it recently that it is allowed nowadays and nobody cares.

Is it true?

I also heard that 5 stars hotels like four seasons, st ragis and whatnot don’t care for a marriage certificate and they never ask.
