Where is the “invitation store”

I've seen this section once before but have no idea how I got there and can't find it anymore. I want to get the cherry pie outfit set but this game is so unhelpful and disorganized with its clothing stores imo that I just cannot find it at all. Does anyone know where it is or are we all just randomly clicking on things until we find it.
