Affordable IPL that works

I am looking for an IPL device. After shaving continuously for 6 months 4-5 times a week. My face is turning into very bad shape & my facial hair are getting thicker. I don't want to shave anymore. I also have insecurity about my looks, so sometimes when I don't shave I'm not able to get out of my house and sometimes don't even go to my classes.

Please suggest me any good affordable IPL device which worked for you or any other recommendation you have. You can also share your own experience I will be happy to hear that.

I have thick black/brown hair, dense beard, and coarse hair on my neck. I'm Asian, but my face is more lighter than brown.
