How can I recover account when I changed phone numbers?

Long story short, I am DESPERATE to recover my account. I know the correct password, the issue is that I had two-step verification turned on.

A couple years ago, I was in an abusive relationship and ended up losing my phone and every other device I was logged onto, and not paying my phone bill for 3 months, so they deactivated my service.

When I got a new phone, I was unable to transfer my old number because it was no longer active. I've called my old number and it still hasn't been assigned, but there's no way for me to get it back.

I haven't been able to access my account for a whole year, and I was coming to accept it until my little brother took his life yesterday. The only photos and videos of him that I had are on that account. Please help me. There must be some way to regain access. I know my correct password! :(
