Bought a car

So, I bought a manual 2022 kia forte GT on OCT 5 2024. I brought the car in on Tuesday 14th JAN 2025 to get my tiers changed. I wad informed that my front break pads were at 3mm and Mt rear were at 5mm and my rotors have a decent rust spot so they should be replaced. None of this was brought to my attention at the time of purchase nor was the pricing of the car was told to me (I know I should've confirmed the price in person before sale.) I live in vermont what do I do? Mind you the price of the car was not mentioned to me directly.
