Stem Stitch?

Hi! I’m almost done with this project, but I’m a little confused by the stem stitch on the petals of the coneflower. This is my first embroidery project. Does it actually mean stem stitch the petals, or do you think it means satin stitch? I’d appreciate any help! Thanks in advance! :)
