The process begins, but will I be penalized because I can't attend?

Had my Mandatory reconsideration notice, and no changes from the original decision. Several areas were just completely wrong and went against what my health care professionals are telling me.

I was going to give up at this stage but was convinced by several in my care network to carry this process on. Even too the point where an 8 page letter was written alongside me explaining every bit of detail of my circumstances and needs.

Unfortunately, there is no chance I'll be able to attend. I'd rather not have it than put me or others through that. Even in a familiar place, by behaviour can be scary for others, not to mention somewhere I've never been with complete strangers. It just won't be happening.

I've sent an explanation for this from both my carer and social services adult care team, who have both gone in-depth about all this. Would this be something the tribunal marks me down for?

Also, anyone have a rough idea how long this process is currently taking? This is year 2 of my review already (started in January 2023) and only the start of this phase.
