Neighbours asking us to leave a gap from their extension when building our rear extension to allow for pipe maintenance.

I'm building a 6m rear single storey extension and have prior approval all confirmed. We are digging our foundations and our neighbours have expressed concern that we are creating our wall too close to theirs and they won't have 1m space to do maintenance on these boiler/kitchen pipes. They have built approx 150mm from the boundary line and are asking us to leave 850mm (hilarious). We have obviously refused and I am trying to figure out a plan to address this in an amicable way. My builder said he can relocate their pipes for an extra fee but I feel it's not my responsibility to take on the full cost of their poor choice of putting pipes here. Is this even allowed according to building regs? Theirs was built in 2012. Thanks for your help!
