What government agency does chase use to check public record phone number? How to update public record?

I need to verify my identity via phone number with chase to have a check cleared, but my phone number does not come up as me on public record.

I've had this phone for over a year, and then i got a cheap metro phone to see if that works, but that's not coming up as me either (its less than a week old, maybe it'll change soon).

I've been waiting over a month for this check to clear, and the only thing holding it up is my phone number not coming up under my name.

Any help would be great, thank you.

I'm in California if that matters.
