WHV to Student Visa?

Hi, my partner is from the Netherlands and wants to move to Australia in October 2024. She wants to study here in NSW Tafe which will start in Feb 2025. From what I’ve read, you can only apply for a student visa up to 3 months before the course starts so they would not be able to come until November. However, you can also not work until the course starts so have been looking at potentially getting a WHV in the meantime and applying for the student visa later. I have a few questions outlined below which I would appreciate input on:

  1. Is it even possible to go from WHV to student visa (applying obviously - not changing)?
  2. If yes, would they have to fulfill the requirements of the WHV i.e. rural work or will the visa become superseded by the student visa?
  3. Can this be done on-shore?
  4. Is there any other way to meet the requirements of working prior to studying?
